My guess is that it's a birthday present (or some other sort of present) for Gene Roddenberry, as he starts off the song by saying what sounds like "Gene..."
The vid quality makes me think that it's stolen from someone who had the original video, not from the DVD, although it could just be that they didn't transfer it over very well or blew it up a bit too big.
